Combine dry ingredients in a bowl and whisk totether.
Add cold butter in small pieces. Use clean fingers and crumble butter into flour mixture.
Add water to flour and stir with a spoon at first to combine. When dough comes together, start using hands to knead. Use a little more water if too dry and not coming together. Or a little more flour if too wet.
Heat a medium deep pot with oil on medium heat.
Roll medium size balls of dough in a circle in your hands to make a ball. Drop in oil, a few pieces at a time about 1" apart.
Watch carefully as they cook and turn on each side to brown. You may lower heat if they are cooking too fast.
Line a plate with paper towels and remove from pot to plate as they cook. Each one may take around 5-6 minutes to cook completely.

If using a deep fryer, turning often won't be necessary and cooking time may be faster.
